Provincial Requirements for Adjusters

British Columbia

Adjuster Level 1:

This is an entry level license that requires the licensee to have all reports signed by a level 2 or level 3 adjuster.

  • Most successfully complete The General Insurance Essentials Program – Part 1 and Part 2, which are available through the Insurance Institute. The results are only valid for licensing purposes for a period of one year from the completion date.

Adjuster Level 2:

Must have authorization of represent a licensed firm and have met one of the following education and experience requirements.

  • The Insurance Institute Courses General Insurance Essentials (Part 1 and 2), C110 and C111 and 2 consecutive years experience as a licensed level 1 adjuster or
  • The Insurance Institute Courses C11, C110 and C111 and 2 consecutive years experience as a licensed level 1 adjuster or
  • The Insurance Institute Courses C110, C111, C112 and any other four Insurance Institute Courses and 2 consecutive years adjuster experience or
  • All Insurance Institiute Courses leading to a CIP designation and 1 year adjuster experience

Adjuster Level 3:

  • A level 3 adjuster license reflects a supervisory or management position. Applicants must demonstrate they hold such a position and are required to have a higher level of education and experience than a level 2 licensee.
  • Must have successfully completed the courses leading to a CIP or FCIP designation and have been licensed as an adjuster for 5 of the preceding 7 years, with at least 3 of those years as a licensed level 2 insurance adjuster.

Continuing Education Requirements:

For each license year, or portion thereof:

  • If you have an approved designation (CAIB, CIB, CIP, CCIB FCIP, CRM) you must have 4 qualified hours of continuing education or
  • If you have been licensed as an adjuster for at least 5 of the last 7 years in a Canadian jurisdiction, and you do not have an approved designation you must have 6 qualified hours of continuing education or
  • If you have not been licensed as an adjuster for at least 5 of the last 7 years in a Canadian jurisdiction and you do not have an approved designation you must have 8 qualified hours of continuing education

*For level 1 and 2 licensees only technical material qualifies. For level 3 licensees, courses related to management, accounting and human resources qualify, as well

Yukon

Eligibility Requirements:

  • Candidate must submit a completed application form and all appropriate fees
  • Must have 3 reference signatures of 3 Yukon residents
  • Depending on the applicant’s insurance experience a license is granted at the discretion of the Superintendent

Residency:

  • Non-resident must provide a copy of adjuster’s current license and a letter of good standing from licensing jurisdiction
  • Must also have 3 reference signatures of 3 Yukon residents
Alberta

Adjuster’s Certificate – Level 1:

  • Must pass an examination of the Alberta Insurance Council
  • Must be subject to the direct supervision of a holder of a level 3 adjuster’s certificate of authority. All reports in relation to the adjustment of claims must be approved and countersigned by that holder of a level 3 adjuster’s certificate of authority

Adjuster’s Certificate – Level 2:

  • Twenty-four months of consecutive claims adjusting experience plus successful completion of six Insurance Institute of Canada courses for a designation as an Associate of the Insurance Institute of Canada, of which one course must be C-15 (Loss Adjustment and Claims Settlements) or C-17 (Claims 1) or C-110 (Essentials of Loss Adjusting).
  • Must be subject to the direct supervision of a holder of a level 3 adjuster’s certificate of authority. All reports in relation to the adjustment of claims must be approved and countersigned by that holder of a level 3 adjuster’s certificate of authority.

Adjuster’s Certificate – Level 3:

  • Successfully met Level 2 requirements
  • Is an Associate of Fellow of the Insurance Institute of Canada or CIP or FCIP
  • Has successfully completed the C-32 (Bodily Injury Claims) and either C-46 (Claims 2), C41 (Property Loss Adjustment) or C-111 (Advanced Loss Adjusting) courses of the Insurance Institute of Canada
  • Has acted as an adjuster for at least 60 months within the 10 year period immediately preceding the date of application

Continuing Education Requirements:

  • Adjusters who hold a Certificate of Authority must obtain 15 hours of Continuing Education credits as a condition of maintaining their Certificate of Authority
Northwest Territories & Nunavut

Eligibility Requirements:

  • Candidates must submit a completed application form and appropriate fees
  • Must provide a statement as to his or her trustworthiness and competency signed by at least three reputable residents of the Territories
  • New applicants (not licensed in any jurisdiction) are required to pass the General Insurance Examination prepared by the Insurance Institute of Canada before a license can be issued

Residency:

Non-resident applicants must submit an original, personal non-resident endorsement, certificate of agent status, or certificate or authority not more than three months old, from the appropriate licensing authority in their home jurisdiction. This document must be issued to the Northwest Territories or the Territory of Nunavut on behalf of the applicant.

Saskatchewan

Level 1 – Entry Level:

Must successfully complete the following:

  • The General Insurance Council Bylaws examination and
  • The C11 course and examination offered by the Insurance Institute or Canada or
  • The General Insurance Essentials (GIE) course and examination offered by the Insurance Institute of Canada or
  • The General Insurance Council Adjuster Qualifying examination or
  • Experience as an all classes (other than life insurance agent/ salesperson) for no less than two years within the past five years or
  • Experience as a general claims adjuster in an insurance company, general agent or adjusting company for no less than one year within the past three years
  • All reports and correspondence must be signed by a level 2 or level 3 licensee; level 1 licensees shall not manage an adjusting firm, act as a supervisor or act as a public adjuster

Level 2 – Operational Level:

A person applying for a Level 2 license must meet the licensing qualification for a Level 1 license and successfully complete one of the following:

  • Experience as a Level 1 licensee for a minimum of two years and C32, C110, C111 and C112 courses and examinations offered by the Insurance Institute of Canada or
  • Experience as a general claims adjuster in an insurance company, general agent or adjusting company for no less than five years within the past seven years
  • Level 2 licensees shall not manage an adjusting firm; or act as a public adjuster

Level 3 – Management Level:

Must meet the licensing qualification for a level 2 license and successfully complete:

  • The course of a study leading to a Chartered Insurance Professional (CIP) or an Associate (AIIC) designation through the Insurance Institute of Canada including Claims Professional Series courses and examinations for the C110, C111 and C112
  • A Level 3 licensee shall not manage an adjusting firm unless he or she has at least two years experience as a licensed adjuster/ adjuster representative within the past five years; or manage or supervise more than three office locations

Adjusting Firm:

  • An adjusting firm must provide evidence the adjusting firm is registered with the Corporations Branch of the Government of Saskatchewan
  • An adjusting firm must designate one Level 3 licensee who is employed predominately by the adjusting firm to be responsible for the overall management and supervision of the adjusting firm and its office locations
  • Failure to designate a Level 3 licensee who is responsible for the overall management and supervision of the adjusting firm or its office locations may result in the suspension of the adjusting firm’s license

Continuing Education:

  • Continuing education for an adjuster licensee must be directly related to claims handling, general insurance products or services, or the management of an adjusting firm
  • Courses, programs or meetings related to sales production, promotion, motivation or computer training do not qualify for credit hours
  • Licensees are required to earn a minimum of:
    1. Eight credit hours of continuing education through an accredited course provider each annual reporting period; or
    2. A specified approved course offered by the Canadian Independent Adjuster’s Association each annual reporting period
  • Non-resident licensees are required to comply with continuing education requirements in Saskatchewan unless they can provide evidence they are complying with a continuing education requirement in their resident jurisdiction
Manitoba

Eligibility Requirements for resident applicants:

Must be in the employ of an adjusting firm. Must pass a qualifying examination set by council and with a mark of 75% or higher.

Level 1 – Assistant Adjuster:

  • Pass a written examination set by Council with a mark of not less than 75%
  • Prohibited from signing any reports or correspondence unless countersigned by the holder of a Level 4 license
  • Must upgrade to Level 2 within 18 months from the original date the Level 1 license was issued

Level 2 – Assistant Adjuster:

  • Prohibited from signing any reports or correspondence unless countersigned by the holder of a Level 4 license
  • Must upgrade to a Level 3 within three years from the original issue date of the Level 2 License
  • Must successfully complete either C11 (Principles & Practice) or two General Insurance Essentials courses

Level 3 – Adjuster:

  • Has been employed as an insurance adjuster in an adjusting firm or general insurance company for a minimum of 2 years
  • Has successfully completed the following Insurance Institute of Canada courses: C11 (Principles & Practices of Insurance); C12 (Insurance on Property Part I); C17 (Claims 1) or C110(Essentials of Loss Adjusting); and any one of C13 (Insurance Against Liability-Part I), C111 (Advanced Loss Adjusting), or C112 (Practical Issues in Claims Management)
  • Prohibited from acting as the supervising manager for an adjusting firm

Level 4 – Independent Adjuster:

  • Has been employed as an insurance adjuster in a general insurance company or an adjusting firm for not less than five years
  • Is sponsored by an adjusting firm
  • Has successfully completed the following eight IIC courses: C11 (Principles and Practices), C12 (Insurance on Property), C13 (Insurance Against Liability), C14 (Personal Automobile), C17 (Claims I), or C110 (Essentials of Loss Adjusting), C111 (Advanced Loss Adjusting), C112 (Practical Issues in claims Management), C16 (The Business of Insurance)
  • Authorized to act as the supervising manager for an adjusting firm

Level 5 – Firm License:

  • Has attained their CIP designation through the Insurance Institute of Canada
  • Authorized to manage the office of adjusting firm
  • Holds a Level 4 insurance adjuster’s license
  • Employs a Level 4 to Provide on-site supervision or does so themselves
  • Provides evidence of registration with Companies Office of the Government of Manitoba
  • Operates in an office separate from any financial institution or insurance company and holds the office out publicly as the office of an adjusting firm

Continuing Education:

  • License holders are required to accumulate eight hours of continuing education credits for each licensing year – July 1 to June 30
  • A maximum of four continuing education credit hours can be carried forward per year
Ontario

Letter of Authority:

In order to obtain a license, an applicant must meet the following requirements:

  • Complete an Insurance Adjuster application, provide applicable supporting documents and pay the required fee of $75
  • Be familiar with the laws of Ontario relation to the licensing of adjusters
  • Be sponsored by an adjusting company, adjusting partnership or fully licensed adjuster

Probationary Adjusters License:

After being granted a Letter of Authority, four IIC courses must be completed:

  • C11 (Principles and Practice of Insurance), C12 (Insurance on Property), C14 (Automobile Insurance – Part 1), C110 (Essentials of Loss Adjusting)
  • Must successfully complete an additional four IIC courses within 30 months of obtaining a Probationary Adjusters License: C13 (Insurance Against Liability – Part Part1), C32 (Bodily Injury Claims), C111 (Advanced Loss Adjusting), C112 (Practical Issues in Claims Management)

Full Adjusters License:

Must successfully complete all eight IIC courses before appearing in front of the Qualifications Board to complete an oral exam

Must successfully pass the oral exam and forward the results to FSCO. Based on a review of the exam results, a full license will be issued

Quebec

A representative authorized to act in the claims adjustment sector is authorized to act with respect to personal and commercial claims

How to obtain a representative’s certificate:

  • Step 1: Satisfy the minimum qualifications
  • Step 2: Pass the AMF examinations
  • Step 3: Complete a probationary period
  • Step 4: Apply for representative’s certificate

Minimum Qualifications:

  • Diploma of Collegial Studies from Quebec (DCS);
  • Attestation of collegial studies in damage insurance recognized in an agreement entered into for that purpose between the AMF and a Quebec college-level institution;
  • Two university certificates of 30 credits each from a Canadian university;
  • Bachelor’s degree, specialized graduate diploma (D.E.S.S.), Master’s degree or doctoral degree from a Canadian university;
  • Decision issued by the AMF recognizing a level of education equivalent to the Diploma of Collegial Studies;
  • Comparative evaluation for studies done outside Quebec issued by the ministere de l’Immigration et de4s Communautes culturelles du Quebec, indicating a minimum of 13 years of studies;
  • Secondary school diploma or equivalent level of education and a decision issued by the AMF recognizing at least 3 years of full-time work experience

AMF Examinations:

The AMF requires future professionals to pass the following examinations, based on the sector or sector class in which they plan to practice, in order to ensure they have the necessary skills to properly advise clients.

For personal lines damage insurance:

  • 05-105
  • 05-401
  • 05-402
  • 05-501

For commercial lines damage insurance:

  • 05-105
  • 05-403
  • 05-406
  • 05-409
  • 05-502

An examination is valid for two years from the date passed. A failed exam may be rewritten three times

Probationary Period:

Once all examinations are passed, a probationary period must be completed. During this time, at least 28 hours of work a week must be completed, under supervision.

All examinations must be valid when beginning the probationary period, which extends for:

  • 12 weeks for the claims adjustment sector;
  • 6 weeks for the claims adjustment in personal lines damage insurance sector class; and
  • 6 weeks for the claims adjustment in commercial lines damage insurance sector class

Certification:

  • Must submit an application to the AMF before the examinations expire
  • If the examinations expire during the probationary period, the applicant has 30 days from the end of the period to apply
  • While the application is processed and on receipt of a notice to this effect from the AMF, the probationary certificate will remain in effect for a maximum of 45 days as of the end of the probationary period

Professional Development:

Compulsory Professional Development Requirements over a 2-year period:

  • 10 PDU’s in administration or insurance techniques or law and legislation
  • 10 PDU’s in professional development or other categories
  • Those who earn more than 20 required PDU’s may transfer 3 PDU’s to the following compliance period
  • Newly certified members will be exempted from compulsory professional development for 12 months after having passed their entrance examinations
Nova Scotia

Level 1 – Probationary Adjuster:

  • Submit a completed application, which must be signed by an officer or partner of a Level V Licensee, an adjusting firm, indicating that the licensee has agreed to sponsor this individual’s license application
  • Submit a signed Level I Adjuster Agreement
  • Successfully complete the Insurance Institute of Canada course C11 (Principles and Practices of Insurance)
  • Pay the licensing fee

Level 2 – Assistant Adjuster:

  • Submit a completed application
  • Submit a signed Level II Adjuster Agreement
  • Successfully complete the Insurance Institute of Canada courses C12 (Insurance Property Part I), C14 (Personal Automobile Insurance) and C110 (Essentials of Loss Adjusting)
  • Pay the licensing fee
  • Establish eligibility to hold a Level I license

Level 3 – Adjuster:

  • Submit a completed application form
  • Submit a Level III Adjuster Agreement
  • Pay the licensing fee
  • Successfully complete the Insurance Institute of Canada courses C13 (Insurance Against Liability) and C111 (Advanced Loss Adjusting)
  • Establish eligibility to hold a Level II License

Level 4 – Independent Adjuster:

  • Submit a completed application form
  • Pay the licensing fee
  • Successfully complete the Insurance Institute of Canada courses C32 (Bodily Injury Claims) and C112 (Practical Issues in Claims Management)
  • Establish eligibility to hold a Level III License
  • Have a minimum of two years experience as a Level II or III licensee, or both

Level 5 – Partnership or Corporate Adjuster License

  • Submit a completed application form signed by an officer or partner
  • Payment of licensing fee
  • Submit a list of the individuals holding a Level IV Adjuster License for each place of business of the applicant
New Brunswick

Level 1 – Probationary Adjuster:

  • Shall be supervised by a level 3 licensee having a minimum of 12 months of experience at that level or by a level 4 licensee, and the supervisor shall be responsible for the instruction and conduct of the level 1 licensee
  • Shall not adjust an insurance claim in his or her own right
  • Shall not enter into correspondence, submit reports or prepare memoranda respecting the adjustment of an insurance claim assigned to his or her supervisor unless authorized by his or her supervisor
  • Shall have all claim reports countersigned by his or her supervisor
  • Obtain a level 2 license within 12 months after being issued a level 1 license

Level 2 – Assistant Adjuster:

  • Either before a level 1 license is issued or within 12 months after the license is issued, unless an extension of time is given under section 13, an applicant for a level 2 license shall have successfully completed one of the following programs offered by the Insurance Institute of Canada: C11 (Principals and Practices of Insurance); or C81 (General Insurance Essentials – Part 1) and C82 (General Insurance Essentials – Part 2)
  • Within 12 months after a level 1 license is issued, the applicate for a level 2 license shall have acquired 12 months of work experience as an adjuster
  • The superintendent may waive any part of the work experience requirement for an applicant for a level 2 license if the Superintendent is satisfied that the applicant has sufficient experience or training in the insurance industry
  • Shall be supervised by the holder of a level 3 licensee who has a minimum of 12 months of experience at that level or by the holder of a level 4 license, and the supervisor shall be responsible for the instruction and conduct of the level 2 licensee
  • Shall not adjust an insurance claim in his or her own right
  • Shall not enter into correspondence, submit reports or prepare memoranda respecting the adjustment of an insurance claim assigned to this or her supervisor unless authorized by his or her supervisor
  • Shall obtain a level 3 license within 36 months after being issued a level 2 license

Level 3 – Adjuster:

  • Either before a level 2 license is issued or within 36 months after the license is issued, unless an extension of time is given under section 18, the applicant for a level 3 license shall have successfully completed one of the following programs offered by the Insurance Institute of Canada:

* for specialization in property damage: C11 (Principles and Practices of Insurance) or C81 (General Insurance Essentials – Part 2) C12 (Insurance on Property) C13 (Insurance Against Liability – Part 1) C110 (Essentials of Loss Adjusting) or C17 (Claims 1) C111 (Advanced Loss Adjusting) or C33 (Insurance on Property – Part 2) and C46 (Claims 2) *for a specialization in automobile physical damage: C11 (Principals and Practices of Insurance) or C81 (General Insurance Essentials – Part 1) and C82 (General Insurance Essentials – Part 2) C13 (Insurance Against Liability – Part 1) C14 (Automobile Insurance – Part 1) C110 (Essentials of Loss Adjusting) or C17 (Claims 1) and C111 (Advanced Loss Adjusting) or C46 (Claims 2)

* for specialization in automobile accident benefits: C11 (Principles and Practices or Insurance) or C81 (General Insurance Essentials – Part 1) and C82 (General Insurance Essentials – Part 2) C14 (Automobile Insurance – Part 1) C32 (Bodily Injury Claims) C110 (Essentials of Loss Adjusting) or C17 (Claims 1) and C111 (Advanced Loss Adjusting) or C46 (Claims 2)

* for a specialization in bodily injury: C11 (Principles and Practices of Insurance) or C81 (General Insurance Essentials – Part 1) and C82 (General Insurance Essentials – Part 2) C13 (General Insurance – Part 1) C14 (Automobile Insurance – Part 1) C32 (Bodily Injury Claims) C110 (Essentials of Loss Adjusting) or C17 (Claims 1) and C111 (Advanced Loss Adjusting or C46 (Claims 2)

  • Within 36 months after a level 2 license is issued, the licensee shall acquire 24 months of work experience in claims adjusting, but any experience acquired before the level 2 license was issued shall not count for the purpose of this subsection

Level 4 – General Adjuster:

  • An applicant for a level 4 license shall have successfully completed the following program offered by the Insurance Institute of Canada: C11 (Principles and Practices of Insurance) or C81 (General Insurance Essentials – Part 1) and C82 (General Insurance Essentials – Part 2) C12 (Insurance on Property) C13 (Insurance Against Liability – Part 1) C14 (Automobile Insurance – Part 1) C32 (Bodily Injury Claims) C110 (Essentials of Loss Adjusting) or C17 (Claims 1) C111 (Advanced Loss Adjusting) or C33 (Insurance on Property – Part 2) and C46 (Claims 2) and C112 (Practical Issues in Claims Management)
  • The applicant shall have acquired 24 months of work experience in claims adjusting while holding a level 3 license
Prince Edward Island

Probationary Adjuster’s License:

Must be supervised by a Full licensee, who works out of the same location as the Probationary licensee. All claims reports and settlement offers completed or submitted by the Probationary licensee must be reviewed and countersigned by the Full licensee. A Supervision Undertaking detailing this relationship must be signed by both the supervising Full adjuster and the Probationary adjuster.

A Probationary adjuster must complete C11 (or C81 and C82 as an equivalent) of the Insurance Institute of Canada syllabus during their initial year of being licensed.

Full Adjuster’s License:

Must have two years practical experience and complete eight courses from the syllabus within five years of becoming a probationary adjuster. There are five mandatory courses, which are C11, C14, C32, C110, and C111. Completion of C81 and C82 in lieu of C11 constitutes one course for the purpose of obtaining the eight required.

Newfoundland & Labrador

Level 1:

May be issued to a person who has achieved at least 75% success on an adjuster license examination prescribed by the superintendent, or has equivalent qualifications acceptable to the superintendent. Shall work only on behalf of his or her sponsor or the sponsor’s employer.

During the first year following issue of the initial license may assess claims or engage in negotiation of an insurance settlement only under supervision of a person holding an adjuster Level III or IV license, who shall review and countersign a claim report or settlement offer submitted by Level I licensee

Level 2:

Shall complete the requirements to qualify for an adjuster Level II license and apply for a Level II license within the 3 year period immediately following issue of the initial adjuster Level I license. Failure to comply with this section shall be cause for suspension, revocation or cancellation of the Level I license. May be issued to a person who has held an adjuster Level 1 license for at least 2 years. Must have successfully completed all of the following courses of the Insurance Institute of Canada: C1 (Principles and Practices of Insurance) C12 (Insurance on Property) C14 (Automobile Insurance) C17 (Claims 1) or

Has equivalent qualifications acceptable to the superintendent.

Level 3:

May be issued to a person who has held an adjuster Level II license for at least one year. Must have successfully completed, within the 3 year period immediately preceding application, all of the following courses of the Insurance Institute of Canada: C13 (Insurance Against Liability) C33 (Insurance on Property – Part II) C46 (Claims II) C43 (Casualty Covers) or

Has equivalent qualifications acceptable to the superintendent

Level 4:

May be issued to a person who has held an adjuster Level II license for at least one year. Must have successfully completed, within the 7 year period immediately preceding application, the A.I.I.C. program of the Insurance Institute of Canada, including all of the following courses: C32 (Bodily Injury Claims) C16 (Insurance Organization, Accounts and Finance) 2 optional courses or

Has equivalent qualification acceptable to the superintendent

A person holding an adjuster Level IV license shall not sponsor more than 5 person holding adjuster Level 1 licenses
