Level 1 Exam Process
The ILS Level 1 Insurance Licensing Final Exam is included as part of your ILS Level 1 General or Adjuster Insurance Licensing Program. You must schedule and write your final exam within 6 months of your initial purchase date.
Level 1 Insurance Licensing Exam Format:
Online exam
Time allowed: 3 hours
Question format: 200 True/False questions
Passing grade: 80%.
Students need to nominate a proctor using the proctor nomination forms below.

The Exam Rewrite fee is $150.00 plus tax and any proctor fees that might apply.

The Insurance Council of Manitoba rules for re-writes are as follows: Pursuant to Section 2(7) of the Regulation 389/87 R, an applicant is not entitled to more than three (3) examinations in any six (6) month period.
MB students can write the exam 3 times – if you fail the third attempt – you must wait 6 months to write your 4th. Within a 6 month period after your 4th attempt you can write 5th and 6th attempt.
Once a proctor is approved, you may write your exam at the location of your choosing, so long as the proctor is present.
If you do not have a proctor, you can take the ILS Level 1 General Insurance Licensing Final Exam at an invigilation centre.

Exam Procedures:
When you’re ready to write your exam, nominate a proctor and book an exam time (please see eligible proctors above). You need to complete the proctor nomination form and send it to our office for approval. Please allow two business days for proctor approval. You are responsible for any proctoring fees that are charged. Once your nominated proctor has been approved we will contact you to confirm, and we will send required information to the proctor. This is an online exam so you need to ensure there is a computer and internet access available.
The exam is closed book and is done online in accordance with the rules and regulations for general insurance examinations set forth by the Insurance Council of British Columbia.
Steps for writing your exam:
- Study course materials until you feel you’re familiar with all areas and are ready to write the exam.
- Book a time with proctor facility and complete the proctor nomination form.
- Allow two business days for proctor approval.
- Arrive at your exam early, ensure you have photo id and that you do not take any books or electronic devices into the exam room.
- Once exam is complete or the allotted time has passed, submit the exam, and your results will appear immediately.

BC General Insurance Agent Level 3 Licence
Licensee Requirements
A general insurance agent level 3 licensee is in a supervisory or management position and must have a higher level of education and experience than a level 2 licensee.
Applicants must:
- Have been licensed for 5 of the last 7 years.
- Have a minimum of 3 years as a level 2 general insurance agent.
- Must have met the educational prerequisites.

Successful completion of Council’s mandatory Level 3 Seminar, AND ONE of the four additional education options listed below.
Results (including from courses granted under equivalency*) remain valid up to one year from successful course or exam completion date, after which the applicant is required to retake the course or exam.
